Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.

In the aftermath of the 2010-2011 Canterbury Earthquake Sequence (CES), the location of Christchurch-City on the coast of the Canterbury Region (New Zealand) has proven crucial in determining the types of- and chains of hazards that impact the city. Very rapidly, the land subsidence of up to 1 m (vertical), and the modifications of city’s waterways – bank sliding, longitudinal profile change, sedimentation and erosion, engineered stop-banks… - turned rainfall and high-tides into unprecedented floods, which spread across the eastern side of the city. Within this context, this contribution presents two modeling results of potential floods: (1) results of flood models and (2) the effects of further subsidence-linked flooding – indeed if another similar earthquake was to strike the city, what could be the scenarios of further subsidence and then flooding. The present research uses the pre- and post-CES LiDAR datasets, which have been used as the boundary layer for the modeling. On top of simple bathtub model of inundation, the river flood model was conducted using the 2-D hydrodynamic code NAYS-2D developed at the University of Hokkaido (Japan), using a depth-averaged resolution of the hydrodynamic equations. The results have shown that the area the most at risk of flooding are the recent Holocene sedimentary deposits, and especially the swamplands near the sea and in the proximity of waterways. As the CES drove horizontal and vertical displacement of the land-surface, the surface hydrology of the city has been deeply modified, increasing flood risks. However, it seems that scientists and managers haven’t fully learned from the CES, and no research has been looking at the potential future subsidence in further worsening subsidence-related floods. Consequently, the term “coastal quake”, coined by D. Hart is highly topical, and most especially because most of our modern cities and mega-cities are built on estuarine Holocene sediments.

Since the early 1980s seismic hazard assessment in New Zealand has been based on Probabilistic Seismic Hazard Analysis (PSHA). The most recent version of the New Zealand National Seismic Hazard Model, a PSHA model, was published by Stirling et al, in 2012. This model follows standard PSHA principals and combines a nation-wide model of active faults with a gridded point-source model based on the earthquake catalogue since 1840. These models are coupled with the ground-motion prediction equation of McVerry et al (2006). Additionally, we have developed a time-dependent clustering-based PSHA model for the Canterbury region (Gerstenberger et al, 2014) in response to the Canterbury earthquake sequence. We are now in the process of revising that national model. In this process we are investigating several of the fundamental assumptions in traditional PSHA and in how we modelled hazard in the past. For this project, we have three main focuses: 1) how do we design an optimal combination of multiple sources of information to produce the best forecast of earthquake rates in the next 50 years: can we improve upon a simple hybrid of fault sources and background sources, and can we better handle the uncertainties in the data and models (e.g., fault segmentation, frequency-magnitude distributions, time-dependence & clustering, low strain-rate areas, and subduction zone modelling)? 2) developing revised and new ground-motion predictions models including better capturing of epistemic uncertainty – a key focus in this work is developing a new strong ground motion catalogue for model development; and 3) how can we best quantify if changes we have made in our modelling are truly improvements? Throughout this process we are working toward incorporating numerical modelling results from physics based synthetic seismicity and ground-motion models.

Though rare and unpredictable, earthquakes can and do cause catastrophic destruction when they impact unprepared and vulnerable communities. Extensive damage and failure of vulnerable buildings is a key factor which contributes to seismic-related disasters, making the proactive management of these buildings a necessity to reduce the risk of future disasters arising. The devastating Canterbury earthquakes of 2010 and 2011 brought the urgency of this issue to national importance in New Zealand. The national earthquake-prone building framework came into effect in 2017, obligating authorities to identify existing buildings with the greatest risk of collapse in strong earthquakes and for building owners to strengthen or demolish these buildings within a designated period of time. Though this framework is unique to New Zealand, the challenge of managing the seismic risk of such buildings is common amongst all seismically-active countries. Therefore, looking outward to examine how other jurisdictions legally manage this challenge is useful for reflecting on the approaches taken in New Zealand and understand potential lessons which could be adopted. This research compares the legal framework used to reduce the seismic risk of existing buildings in New Zealand with that of the similarly earthquake-prone countries of Japan and Italy. These legal frameworks are examined with a particular focus on the proactive goal of reducing risk and improving resilience, as is the goal of the international Sendai Framework for Disaster Risk Reduction 2015-2030. The Sendai Framework, which each of the case study countries have committed to and thus have obligations under, forms the legal basis of the need for states to reduce disaster risk in their jurisdictions. In particular, the states’ legal frameworks for existing building risk reduction are examined in the context of the Sendai priorities of understanding disaster risk, strengthening disaster risk governance, and investing in resilience. While this research illustrates that the case study countries have each adopted more proactive risk reduction frameworks in recent years in anticipation of future earthquakes, the frameworks currently focus on a very narrow range of existing buildings and thus are not currently sufficient for promoting the long-term resilience of building stocks. In order to improve resilience, it is argued, legal frameworks need to include a broader range of buildings subject to seismic risk reduction obligations and also to broaden the focus on long-term monitoring of potential risk to buildings.

Post-tensioned timber technology was originally developed and researched at the University of Canterbury (UC) in New Zealand in 2005. It can provide a low-damage seismic design solution for multi-storey mass timber buildings. Since mass timber products, such as cross-laminated timber (CLT), have high in-plane stiffness, a post-tensioned timber shear wall will deform mainly in a rocking mechanism. The moment capacity of the wall at the base is commonly determined using the elastic form of the Modified Monolithic Beam Analogy (MMBA). In the calculation of the moment capacity at the wall base, it is critical to accurately predict the location of the neutral axis and the timber compressive stress distribution. Three 2/3 scale 8.6m tall post-tensioned CLT walls were experimentally tested under quasi-static cyclic loading – both uni-directional and bi-directional- in this study. These specimens included a single wall, a coupled wall, and a C-shaped core-wall. The main objective was to develop post-tensioned C-shaped timber core-walls for tall timber buildings with enhanced lateral strength and stiffness. To better understand the timber compressive stress distributions at the wall base, particle tracking technology (PTT) technology was applied for the first time to investigate the behaviour of the compression toe. Previous post-tensioned timber testing primarily used the displacement measurements to determine the timber compressive behavior at the wall base or rocking interfaces. However, by using PTT technology, the timber strain measurements in the compression zone can be much more accurate as PTT is able to track the movement of many particles on the timber surface. This paper presents experimental testing results of post-tensioned CLT walls with a focus on capturing timber compressive behavior using PTT. The PTT measurements were able to better capture small base rotations which occurred at the onset of gap opening and capture unexpected phenomena in core-wall tests. The single wall test result herein presented indicates that while the MMBA could predict the moment rotation behavior with reasonable accuracy, the peak strain response was under predicted in the compression toe. Further detailed study is required to better understand the complex strain fields generated reflective of the inherent cross-thickness inhomogeneity and material variability of CLT.

Recent severe earthquakes, such as Christchurch earthquake series, worldwide have put emphasis on building resilience. In resilient systems, not only life is protected, but also undesirable economic effects of building repair or replacement are minimized following a severe earthquake. Friction connections are one way of providing structure resilience. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs), and the symmetric friction connections (SFCs) in braces of the braced frames. Experimental and numerical studies on components have been conducted internationally. However, actual building performance depends on the many interactions, occurring within a whole building system, which may be difficult to determine accurately by numerical modelling or testing of structural components alone. Dynamic inelastic testing of a full-scale multi-storey composite floor building with full range of non-structural elements (NSEs) has not yet been performed, so it is unclear if surprises are likely to occur in such a system. A 9 m tall three-storey configurable steel framed composite floor building incorporating friction-based connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. Beams and columns are designed to remain elastic during an earthquake event, with all non-linear behaviour occurring through stable sliding frictional behaviour, dissipating energy by SHJAFCs used in MRFs and SFCs in braced frames, with and without Belleville springs. Structural systems are configurable, allowing different moment and braced frame structural systems to be tested in two horizontal directions. In some cases, these systems interact with rocking frame or rocking column system in orthogonal directions subjected to unidirectional and bidirectional horizontal shaking. The structure is designed and detailed to undergo, at worst, minor damage under series of severe earthquakes. NSEs applied include precast-concrete panels, glass curtain walling, internal partitions, suspended ceilings, fire sprinkler piping as well as some other common contents. Tsunami have the potential to cause significant disruptions to society, including damage to infrastructure, critical to the every-day operation of society. Effective risk management is required to reduce the potential tsunami impacts to them. Christchurch city, situated on the eastern coast of New Zealand’s South Island, is exposed to a number of far-field tsunami hazards. Although the tsunami hazard has been well identified for Christchurch city infrastructure, the likely impacts have not been well constrained. To support effective risk management a credible and realistic infrastructure impact model is required to inform risk management planning. The objectives of this thesis are to assess the impacts on Christchurch city infrastructure from a credible, hypothetical far-field tsunami scenario. To achieve this an impact assessment process is adopted, using tsunami hazard and exposure measures to determine asset vulnerability and subsequent impacts. However, the thesis identified a number of knowledge gaps in infrastructure vulnerability to tsunami. The thesis addresses this by using two approaches: a tsunami damage matrix; and the development of tsunami fragility functions. The tsunami damage matrix pools together tsunami impacts on infrastructure literature, and post-event field observations. It represents the most comprehensive ‘look-up’ resource for tsunami impacts to infrastructure to date. This damage matrix can inform the assessment of tsunami impacts on Christchurch city infrastructure by providing a measure of damage likelihood at various hazard intensities. A more robust approach to tsunami vulnerability of infrastructure are fragility functions, which are also developed in this thesis. These were based on post-event tsunami surveys of the 2011 ‘Tohoku’ earthquake tsunami in Japan. The fragility functions are limited to road and bridge infrastructure, but represent the highest resolution measure of vulnerability for the given assets. As well as providing a measure of damage likelihood for a given tsunami hazard intensity, these also indicate a level of asset damage. The impact assessment process, and synthesized vulnerability measures, are used to run tsunami impact models for Christchurch infrastructure to determine the probability of asset damage occurring and to determine if impact will reach or exceed a given damage state. The models suggest that infrastructure damage is likely to occur in areas exposed to tsunami inundation in this scenario, with significant damage identified for low elevation roads and bridges. The results are presented and discussed in the context of the risk management framework, with emphasis on using risk assessment to inform risk treatment, monitoring and review. In summary, this thesis A) advances tsunami vulnerability and impact assessment methodologies for infrastructure and B) provides a tsunami impact assessment framework for Christchurch city infrastructure which will inform infrastructure tsunami risk management for planners, emergency managers and lifelines groups.

While societal messages can encourage an unhealthy strive for perfection, the notion of embracing individual flaws and openly displaying vulnerabilities can appear foreign and outlandish. However, when fallibility is acknowledged and imperfection embraced, intimate relationships built on foundations of acceptance, trust and understanding can be established. In an architectural context, similar deep-rooted connections can be formed between a people and a place through the retention of layers of historical identity. When a building is allowed to age with blemishes laid bare for all to see, an architectural work can exhibit a sense of 'humanising vulnerability' where the bruises and scars it bears are able to visually communicate its contextual narrative. This thesis explores the notion of designing to capitalise on past decay through revitalisation of the former Wood Brothers Flour Mill in Addington, Christchurch (1891). Known as one of the city's last great industrial buildings, the 130-year-old structure remains hugely impressive due to its sheer size and scale despite being abandoned and subject to vandalism for a number of years. Its condition of obsolescence ensured the retention of visible signs of wear and tear in addition to the extensive damage caused by the 2010-12 Canterbury earthquakes. In offering a challenge to renovation and reconstruction as a means of conservation, this thesis asks if 'doing less' has the potential to 'do more'. How can an understanding of architecture as an ongoing process inform a design approach to celebrate ageing and patina? While the complex is undergoing redevelopment at the time of writing, the design project embraces the condition of the historic buildings in the immediate aftermath of the earthquakes and builds upon the patina of the mill and adjacent flour and grain store in developing a design for their adaptation as a micro-distillery. Research into the traditional Japanese ideology of wabi-sabi and its practical applications form the basis for a regenerative design approach which finds value in imperfection, impermanence and incompleteness. The thesis combines a literature review, precedent review and site analysis together with a design proposal. This thesis shows that adaptive reuse projects can benefit from an active collaboration with the processes of decay. Instead of a mindset where an architectural work is considered the finished article upon completion of construction, an empathetic and sensitive design philosophy is employed in which careful thought is given to the continued preservation and evolution of a structure with the recognition that evidence of past wear, tear, patina and weathering can all contribute positively to a building's future. In this fashion, rather than simply remaining as relics of the past, buildings can allow the landscape of their urban context to shape and mould them to ensure that their architectural experience can continue to be enjoyed by generations to come

Supplemental energy dissipation devices are increasingly used to protect structures, limit loads transferred to structural elements and absorbing significant response energy without sacrificial structural damage. Lead extrusion dampers are supplemental energy dissipation devices, where recent development of smaller volumetric size with high force capacities, called high force to volume (HF2V) devices, has seen deployment in a large series of scaled and full-scaled experiments, as well as in three new structures in Christchurch, NZ and San Francisco, USA. HF2V devices have previously been designed using limited precision models, so there is variation in force prediction capability. Further, while the overall resistive force is predicted, the knowledge of the relative contributions of the different internal reaction mechanisms to these overall resistive forces is lacking, limiting insight and predictive accuracy in device design. There is thus a major need for detailed design models to better understand force generation, and to aid precision device design. These outcomes would speed the overall design and implementation process for uptake and use, reducing the need for iterative experimental testing. Design parameters from 17 experimental HF2V device tests are used to create finite element models using ABAQUS. The analysis is run using ABAQUS Explicit, in multiple step times of 1 second with automatic increments, to balance higher accuracy and computational time. The output is obtained from the time- history output of the contact pressure forces including the normal and friction forces on the lead along the shaft. These values are used to calculate the resistive force on the shaft as it moves through the lead, and thus the device force. Results of these highly nonlinear, high strain analyses are compared to experimental device force results. Model errors compared to experimental results for all 17 devices ranged from 0% to 20% with a mean absolute error of 6.4%, indicating most errors were small. In particular, the standard error in manufacturing is SE = ±14%. In this case, 15 of 17 devices (88%) are within ±1SE (±14%) and 2 of 17 devices (12%) are within ±2SE (±28). These results show low errors and a distribution of errors compared to experimental results that are within experimental device construction variability. The overall modelling methodology is objective and repeatable, and thus generalizable. The exact same modelling approach is applied to all devices with only the device geometry changing. The results validate the overall approach with relatively low error, providing a general modelling methodology for accurate design of HF2V devices.

In recent years, rocking isolation has become an effective approach to improve seismic performance of steel and reinforced concrete structures. These systems can mitigate structural damage through rigid body displacement and thus relatively low requirements for structural ductility, which can significantly improve seismic resilience of structures and reduce repairing costs after strong earthquakes. A number of base rocking structural systems with only a single rocking interface have been proposed. However, these systems can have significant high mode effect for high rise structures due to the single rocking interface. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. A number of structural configurations will be tested [1, 2], and non-structural elements including ceilings, infilling walls, glazed curtain walls, precast concrete panels, piping system will also be tested in this project [3]. Within this study, a multiple rocking column steel structural system was proposed and investigated mainly by Tongji team with assistance of NZ members. The concept of rocking column system initiates from the structure of Chinese ancient wooden pagoda. In some of Chinese wooden pagodas, there are continuous core columns hanged only at the top of each pagoda, which is not connected to each stories. This core column can effectively avoid collapse of the whole structure under large storey drifts. Likewise, there are also central continuous columns in the newly proposed steel rocking column system, which can avoid weak story failure mechanism and make story drifts more uniform. In the proposed rocking column system, the structure can switch between an elastic rigidly connected moment resisting frame and a controlled rocking column system when subjected to strong ground motion excitations. The main seismic energy can be dissipated by asymmetric friction beam–column connections, thereby effectively reducing residual displacement of the structure under seismic loading without causing excessive damage to structural members. Re–centering of the structure is provided not only by gravity load carried by rocking columns, but also by mould coil springs. To investigate dynamic properties of the proposed system under different levels of ground excitations, a full-scale threestory steel rocking column structural system with central continuous columns is to be tested using the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China and an analytical model is established. A finite element model is also developed using ABAQUS to simulate the structural dynamic responses. The rocking column system proposed in this paper is shown to produce resilient design with quick repair or replacement.

Current research in geotechnical engineering at the University of Canterbury includes a number of laboratory testing programmes focussed on understanding the behaviour of natural soil deposits in Christchurch during the 2010-2011 Canterbury Earthquake Sequence. Many soils found in Christchurch are sands or silty sands with little to no plasticity, making them very difficult to sample using established methods. The gel-push sampling methodology, developed by Kiso-Jiban Consultants in Japan, was developed to address some of the deficiencies of existing sampling techniques and has been deployed on two projects in Christchurch. Gel push sampling is carried out with a range of samplers which are modified versions of existing technology, and the University of Canterbury has acquired three versions of the tools (GP-S, GP-Tr, GP-D). Soil samples are extracted from the bottom of a freshly drilled borehole and are captured within a liner barrel, close to 1m in length. A lubricating polymer gel coats the outside of the soil sample as it enters the liner barrel. The frictional rubbing which normally occurs on the sides of the soil samples using existing techniques is eliminated by the presence of the polymer gel. The operation of the gel-push samplers is significantly more complicated than conventional push-tube samplers, and in the initial trials a number of operational difficulties were encountered, requiring changes to the sampling procedures. Despite these issues, a number of high quality soil samples were obtained on both projects using the GP-S sampler to capture silty soil. Attempts were made to obtain clean sands using a different gel-push sampler (GP-TR) in the Red Zone. The laboratory testing of these sands indicated that they were being significantly disturbed during the sampling and/or transportation procedures. While it remains too early to draw definitive conclusions regarding the performance of the gel-push samplers, the methodology has provided some promising results. Further trialling of the tools are required to refine operating procedures understand the full range of soil conditions which can be successfully sampled using the tools. In parallel with the gel-push trials, a Dames and Moore fixed-piston sampler has been used by our research partners from Berkeley to obtain soil samples at a number of sites within Christchurch. This sampler features relatively short (50cm), thin-walled liner barrels which is advanced into the ground under the action of hydraulic pressure. By reducing the overall length of the soil being captured, the disturbance to the soil as it enters the liner barrel is significantly reduced. The Dames and Moore sampler is significantly easier to operate than the gel-push sampler, and past experience has shown it to be successful in soft, plastic materials (i.e. clays and silty clays). The cyclic resistance of one silty clay obtained using both the gel-push and Dames & Moore samplers has been found to be very similar, and ongoing research aims to establish whether similar results are obtained for different soil types, including silty materials and clean sands.

Several concrete cladding panels were damaged during the 2011 Christchurch Earthquakes in New Zealand. Damage included partial collapse of panels, rupture of joint sealants, cracking and corner crushing. Installation errors, faulty connections and inadequate detailing were also contributing factors to the damage. In New Zealand, two main issues are considered in order to accommodate story drifts in the design of precast cladding panels: 1) drift compatibility of tieback or push-pull connections and 2) drift compatibility of corner joints. Tieback connections restrain the panels in the out-of-plane direction while allowing in-plane translation with respect to the building frame. Tieback connections are either in the form of slots or oversized holes or ductile rods usually located at the top of the panels. Bearing connections are also provided at the bottom of panels to transfer gravity loads. At the corners of a building, a vertical joint gap, usually filled with sealants, is provided between the two panels on the two orthogonal sides to accommodate the relative movement. In cases where the joint gap is not sufficient to accommodate the relative movements, panels can collide, generating large forces and the likely failure of the connections. On the other hand, large gaps are aesthetically unpleasing. The current design standards appear to recognize these issues but then leave most of the design and detailing to the discretion of the designers. In the installation phase, the alignment of panels is one of the main challenges faced by installers (and/or contractors). Many prefer temporary props to guide, adjust and hold the panels in place whilst the bearing connections are welded. Moreover, heat generated from extensive welding can twist the steel components inducing undesirable local stresses in the panels. Therefore, the installation phase itself is time-consuming, costly and prone to errors. This paper investigates the performance of a novel panel system that is designed to accommodate lateral inter-story drift through a ‘rocking’ motion. In order to gauge the feasibility of the system, six 2m high precast concrete panels within a single-story steel frame structure have been tested under increasing levels of lateral cyclic drift at the University of Canterbury, New Zealand. Three different panel configurations are tested: 1) a panel with return cover and a flat panel at a corner under unidirectional loading, 2) Two adjacent flat panels under unidirectional loading, and 3) Two flat panels at another oblique corner under bidirectional loading. A vertical seismic joint of 25 mm, filled with one-stage joint sealant, is provided between two of the panels. The test results show the ability of the panels with ‘rocking’ connection details to accommodate larger lateral drifts whilst allowing for smaller vertical joints between panels at corners, quick alignment and easy placement of panels without involving extensive welding on site.
